Legal Framework

The aviation sector is highly regulated to ensure safety becomes the bedrock of all activities. The Civil Aviation Act 2008 is the primary and founding legislation that governs all aviation activities and arrangements.
The Act provides for the establishment of the Authority, the Director and Organisation.

Most importantly the Act empowers the Minister for Aviation to ensure Solomon Islands comply with its international obligations set up by ICAO. To this end, it also allows the Minister to make Rules (Civil Aviation Rules, CARs) that regulates all aviation activity.
CAASI regulates the aviation system through a comprehensive set of Rules/Regulations. The Rules establishes the baseline standards that operators and service providers must satisfy before being permitted to undertake any aviation activities.
